The study considers the difficulties encountered during the early period of the Soviet State formation. One of the most important of them was enforcement of law which required respective and competent bodies. The problem of competency was sharp enough for the mostly agrarian state with poor population educational level and financing of law enforcement officers. The study describes some of the most significant problems related to the situation of regime change.
