Phenomenon of ‘New People’ in the Provincial Bureaucracy of the Russian Empire of the 1860’s

Abstract

Preparation and implementation in the Russian Empire of the bourgeois reforms of the 1860-1870’s required certain critical mass of managers and executors that would bring them to life across the huge territories of the country. If at the stage of development of the strategy and legislative framework there could have been a small number of reformers then at the stage of implementation hundreds and thousands of officials committed to the letter and spirit of were demanded which determined the appearance of the phenomenon of the so-called ‘new people’. The reforms by Alexander II have been implemented which means that the ‘new people’ not only appeared in the sufficient number at different stages of the Russian bureaucracy but also managed to form a positive attitude to the reforms within this environment. The issue of appearance in the provincial officials of the ‘new people’ and their role in reformatting of this corporation has only got being developed by the Russian and Foreign historians, sociologists and political experts. The researchers of the study propose considering the phenomenon of the ‘new people’ in the Russian bureaucracy by the example of the gubernatorial corps that as a rule, represented the cohort of traditionally thinking executive officials of a high rank that did not feature innovative potential. Governors were the key figures in implementation of the first reform the abolition of serfdom, implementation of other bourgeois reforms of Alexander II was also not possible without their administrative support.
