Abstract
Importance of strategic planning has not merely been in forecasting the future accurately but is in responding to the future and this is possible through continuous strategic thinking. This paper provides a method of indentifying and ranking the elements of strategic thinking in Iran tax affairs organization. In so doing, it firstly determines four measurement criteria and their weights, respectively via. Balanced Score Card (BSC) and Analytic Hierarchy Process (AHP). Then, the preferential matrix of each of performance promotion indicators was developed based on balanced score card and having balanced the scores through VIKOR method, strategies were ranked.
