Animal Welfare in the Malaysian Law: Adherence to the International Standards and Islamic Teachings

Abstract

The aim of this study is to discuss policy and legal aspects of animal welfare in Malaysia. It has introduced laws to safeguard animal welfare. The main point of reference in this study is the legislative experience of Malaysia in its planned Animal Welfare Act 2012 which awaits endorsement by the parliament with brief reference to the provisions found in Malaysia’s Penal Code, the Animal Act 1953 and the Wildlife Preservation Act 2010. Analysis of the provisions of the mentioned Act shows that the legal system in Malaysia is in line with both the international standards and the Islamic teachings in animal welfare. The relevant verses in the holy Qur’an and Sunnah of the Prophet (PBUH) are taken as the Islamic teachings in relation to the topic.
