The study provides a critical analysis of the implementation process of crowdsourcing technologies in the practice of regional management. It presents a new look at the manipulative and imitative nature of civil practice. The stduy represents the complex model of the risk categories of crowdsourcing technologies and the off setting model used to minimize the risks of the social technology implementation. These models were verified through the empirical regional study.
