For a more complete understanding of the problems of attitude, characteristics and activities typical of young people, it is necessary to more fully and carefully consider the review of the concept of “youth”. This social group is very different from the other layers of the population. Lets try the first chapter to consider this social formation carefully and understand what makes them tick and to aspire to young people, organized or not organized into special conglomerations of people, providing social and political impact on the individual. For a long time, the human layer is not simply viewed in society as a particular social group, despite the large number and huge impact on all spheres of activity. Individual selection group was not possible under the existing socio-political system as is in conflict with the official doctrine of the existing class structures that make up the country. V.T. Lisowski in the late sixties of the last century gives the first definition of youth. He says that young people are the people who are just active development and assimilated in later life cultural and educational programs offered to them as part of the existence of a public association where they currently reside. Going through the different historical strata, age ranges from sixteen to thirty year. This is the period when the young people to actively learn the professional, social and humanitarian situation. A little later, I.S. Kon gave a more detailed definition of this group. According to his definition, this demographic group with a strong social orientation, determined by age, status in society and the connection of these concepts in the same stratum of the population, forming the social and psychological basis. The youth can be called a phase of human development, a certain stage of life cycle. However, the precise age limits are practically impossible, since, they form the basis for the development of the social system, its political and economic opportunities based on historical references.
