The study set out to investigate the universal basic education and implementation in Nigeria, with the aim of pointing out that and non-formal Education have not been giving the proper place it deserves in the policy. The write up clearly indicates that U.B.E programmes, center on the primary and Junior Secondary Education in terms of funding, procuring of materials, Execution of projects and training of manpower with little or no emphasis on the adult and non formal aspect of the programme. The universal Basic Education Commission is therefore implored to consider the other aspect of policy for full implementation
