Abstract

This article explains the market-based solutions to global warming are the product of the neo-liberal world order. There are two conflicts in market-based solutions, which are found in the sustainable development and environmental inequality between the North and South both suggest that the neo-liberal discourse largely influences global warming policy. To support this argument, a critical analysis is applied drawn from a neo-Gramscian discourse that positions historical materialism at the center of the political economy of global warming. Such an analysis is called environmental historical materialism and applies three interrelated concepts to capitalist societies and the struggle for capital accumulation; ‘hegemony`, ‘historical dialectic` and ‘historic bloc`. Environmental historical materialism is important because it firstly integrates historical social structures that explain the process of economic, political and socio-cultural change in global warming policy. And secondly, as a historical and dialectical relationship between capitalism and environmentalism, it exposes contradiction and conflict in the hegemonic world order to identify possibilities for an environmentally ‘ethical` counter-hegemony.
