AB  - In study the main ways of development of youth innovative business to the industries of tourism in North Caucasus federal district are considered. Their role in a solution of the problem of youth unemployment is defined. In work it is featured consideration of federal programs for support of the beginning businessmen and also to projects of open joint stock company "Resorts of the North Caucasus". It is noted that their realization will allow to intensify development of youth innovative business in the region. The conclusion that creation encouragement business-incubators has to become a prime measure for support of small enterprises, created by youth is drawn including at budgetary scientifically-research institutes and higher educational institutions. The main directions of development of business in Russia are considered.
