AB  - In study political and legal thoughts and ideas of some Kazakhstan scientists-lawyers of the end of the XX beginning of the XXI centuries of the law-based state of development of legal statehood in the Republic of Kazakhstan are investigated. As a result of the conducted research, it became clear that domestic scientists treat process of construction and development of legal statehood ambiguously. In general, according to scientists-lawyers such institutes and the legal phenomena as strengthening of the constitutional responsibility, development of potential and realization of standards of the constitution, legal support of economic freedom and enterprise activity, improvement of legal consciousness and legal culture, further democracy promotion, importance of compliance of laws to standards of justice, freedom and equality can act as “locomotive” on the way to the strong law-based state.
