AB  - The problem of liability in the financial law was originated in 50-60 of 20th century. During this period there was discussed the question of emergence and formation of the financial law as independent branch of the right in the Soviet jurisprudence. There was popular a judgment about belonging of the financial law to the state and administrative law. Today the established opinion about emergence of the financial law as separate branch, without separation of it from other branches (such as state or civil) is undisputed, owing to features of a subject of legal regulation, namely the financial relations. The actual question for today is independence and the maintenance of institute of liability in the financial law.
