AB  - In study, the budgetary problems arising in the conditions of turbulent economy and to offer effective tools of budget planning which will allow to provide long-term stability and stability of the federal budget of Russia in the next budgetary cycle. The nature of economic turbulence is opened and its influence on balance and stability of the federal budget of Russia is revealed. It is proved that in such conditions broad application of strategic planning as carefully formulated budgetary strategy and precisely developed budgetary policy will promote an adequate choice of the priorities of the federal budget of the Russian Federation answering to dynamically changing situation in the conditions of economic turbulence is necessary can become effective and effective instruments of permission of the appearing economic contradictions and ensuring stable economic growth of the country. In this regard, the Budgetary strategy has to provide predictability of reactions of the budgetary system to calls and opportunities which can arise within various options of development of world economy, provide application of necessary measures at negative impact of external economic factors.
