According to the Planning Act and the Decentralization Plan and Process Act of 1999 (Issue 2) in Section 16 and 17 to include local government, Provincial Administration Organization (PAO), municipality, Sub-district Administrative Organization (SAO), Pattaya city and Bangkok Metropolitan Administration (BMA) to comply strictly.
