AB  - This study aims to show the role that the state acquires in some economies of the world as a
generator of conditions for the emergence of business initiatives. The study is exploratory-descriptive in nature.
A bibliographic analysis was carried out in order to identify the theoretical sustenance and to collect relevant
information on mining and fish farming economic activities in a Colombian Region. It was evident that the
Colombian State was a relevant genesis of the economic activities studied as it became an instrument for
entrepreneurs to create adequate economic, legal and social conditions.
