AB  - Successful development of the region will be explained by two components namely the welfare and
income components. The welfare of the Papuan community is strongly explained by the overpriced construction
index while the stronger regional income component is explained by the large local revenues, local taxes and
user charges. About 58.6% of Papua is included in the high category. Higher development success tends to
be in the coastal region of Papua.
