AB  - Reform in health care management has attracted the attention of many investigators and managers and plenty of programs has been designed and performed. WHO has designed its Management effectiveness program and is performing it in (EMRO) countries (Iran, Syria, Yemen and Egypt). The main purpose of the study is enforcement of Quality in the health care services. The MEP implemented as a pilot study in Tabriz University. The four sites had been selected to involve in the project.  This paper demonstrate the result of evaluation study which conducted to evaluate the implementation process and the impact of the MEP project in pilot sites in Tabriz University. The practical approach to checking for behavioral changes is asking questions from those who are closely involved in MEP. To organizational analysis or performance assessment our evaluation plan consists of two studies: Questionnaire-Based  Study,  2-Focus  Group  Discussions  and In-depth Interviews and the result was checked using paired t-test. Overall assessment done by sites personnel regarding improvement in leadership, human resource development, customer orientation, planning, continuous improvement, information-based management and documentation indicates that sites&#8217; performance has improved about one score in these fields. Taking into account that a 10 score scale has been used for this assessment, it could be claimed that sites have experienced a mild improvement in their performance as a result of MEP Mean scores are less than 5 in most fields even after adopting MEP. MEP is trying to improve site performance through personal and team development. The MEP has not completely succeeded to achieve the major behavioral change. Shortcomings of education, Management problems, Personnel problems, Extra-site problems can common causes in this area. This issues clarify the necessity the  support of top managers and policy makers in university level, as well as national level.
