AB  - Many potential resources are owned by the
Skouw Sae village in Muara Tami District but these
potentials have not been used and developed to the
maximum for the development and welfare of the village
community. This condition is very unfortunate
considering the implementation of village autonomy
requires creativity and independence of the village to
manage their own households including in terms of
village financial and institutional arrangements. In line
with the policy of the central government in allocating
village funds given to all villages in Indonesia and in this
case including Kampung Skouw Sae Muara, Tami
District, Jayapura City which is one of the villages
bordering directly with the State of Papua New Guinea.
To be able to manage and allocate these funds for the
benefit of development and welfare in Skouw Sae Village,
a strategy for strengthening and structuring the village
government institutions is implemented so that they can
be carried out effectively and efficiently in increasing the
original income of the village in the implementation of
village autonomy. This research uses a qualitative case
study approach using data collection procedures through
observation, documentation study and in depth interview.
The technical analysis of the data used is through data
reduction procedures, data presentation and drawing
conclusion. The purpose of this study was to explain the
application of theoretical concepts elaborated from
Mintzberg and Korten, namely strengthening the capacity
of the organization and management, capacity building of
Human Resources (HR) personnel, financial resources
and a number power social capital in in conjunction with
the efficient and effective implementation of villages
governmental tasks.
