AB  - The efficiency of government depends to a large extent on its personnel. And to build up an efficient personnel system, an ideal recruitment, which is the best of its kind, is a prerequisite. But it is very frustrating that long after thirty-three years of independence we have not yet formulated a sound recruitment system. The system of the examination, the syllabus, the distributions of posts etc. are yet full of various demerits. And as a result many bright candidates are deprived from entering the civil service. To build up an efficient civil service system, it is now high time to take required actions so that the real bright and meritorious ones can enter the civil service.
