    abstract = {This study is a research about relationship
between people, place and activity which are ingredients
of cultural assets. Cultural assets devides to two parts
which aretangible and intangible heritage, both of them
should be developed toghether because they have
relationship interdependedly and robustly. The research
method used in this study was the Cultural Resource
Framework (CRF) which is the process of identifying and
documenting cultural heritage resources by creating a GIS
data base. This is a good approach to study in this area
and similar historical locations because it produces a
comprehensive view to all sides of the issue. This study
has been done in old tissue of sari, a city in the North of
Iran where has a special culture and is confronting big
changes of modern life which are destroying traditions
and vernacular culture. This research showed cultural
heritage should be developed in physical and unphysical
dimensions parallely and this method would be suitable
because of its comprehensive view.}
