    abstract = {In modern society of any state there is a logical relationship between the trends of public
administration and social transformation. This study provides a literature review of domestic and foreign
authors, who conducted the study of management approaches in various aspects of international experience.
The study gives an analytical overview of the current state and development management in the civil service
of the Republic of Kazakhstan. Showing characteristic features of administrative processes in the field of
organizational culture. The researchers of the article studied the institutional formula for successful management
practices of public servants and organizational culture as a result of the general history of success, common
objectives and values that unite people. The study discusses the importance of organizational culture and
behaviors that directly affect the results of administrative activity. The studies are systematized theoretical and
methodological research aspects of professional activity management system of civil servants on the basis of
which the conclusions and recommendations proposed to improve personnel management.}
