The universal technique of a complex assessment based on definition of statistical probabilities of such events is developed. On the basis of use of data of the research center new economics foundation the example of an assessment of well being of the countries is given. Such approach is alternative to expert approach of an assessment of wellbeing of the countries which is accepted at determining the world index of happiness. ER -
