The overall aim of this article is to find new lines that are required for the network at the lowest investment cost by taking into account indices such as system reliability and capacity expansion of production units in an economical and cost effective manner. For this matter a new method for planning the expansion of the transmission network has been proposed. Taking into account the objective function of the proposed plan, the cost of achieving the targets outlined in this new plan, cost of increasing the capacity of production units, operation costs as well as those loads sensitive to cost and future energy requirements have all been taken into consideration. In the following, the response load and its distribution within the optimal required load, its effect on future operation of the transmission network and indices of transmission system reliability by using intelligent genetic algorithm and intelligent simulation of objective functions under four different scenarios have been analyzed and investigated. To achieve the targeted response load and the planned increase in the production capacity, intended indices have been obtained.
