This study approach discusses the main contributions of researchers like Hodgson, Thellen, North, Mahoney and Thellen and Chang and Evans about the institutions and the paradigm of change. The processes of change are presented and discussed in view of public policies and the processes of institutional change. The perception of change shows that economic, political and social institutions as well as the interaction of agents, financial resources and technology define the performance and the institutional development.
