This study endeavours to explain the use of asymmetric wholesale access pricing regulation by national telecom network regulators to eliminate inequalities between mobile operators that are caused by exogenous factors and try to guess the further price regulations of Information and Communication Technologies Authority (ICTA) in Turkish mobile communications market. As the policy maker in European Union, the Commission recommends the use of symmetrical charges if there is not any justification that necessitates asymmetry. Hence, NRAs plan to implement symmetric wholesale prices for all of the operators after a transitory period of asymmetries. It is found that the trend of MTRs in Turkish mobile communications market indicates ICTA’s tendency to implement symmetrical interconnection charges in coming years parallel to European Commission recommendations.
