The use of electronic technology for communication has since become a very vital and effective tool of personnel development and management in tertiary institutions across the world. In Nigeria, it is fast becoming a significant aspect of personnel development. Thriving organisations attach great values to good personnel management and effective internal and external communications. The study therefore, concluded by presenting some recommendations on how the academic institutions in Nigeria can increase the effectiveness of information and communication technologies for the sustenance of effective personnel management.
