The study used the qualitative method with a phenomenological approach. This study finds that there is a relation between political and career functionary. It has some implications for the implementation of mutation such as the pre-dominance of career functionary. It can affect the un-competency mutation and lack of consideration about stratification rank, education and leadership training who had a promotion in the government bureaucracy of Makassar city, the predominance of political functionary can affect to the un-competency mutation and actor intervention to the implementation of local government bureaucracy in Makassar city.
