Among 91 developing countries, Iran is put in the first rank in terms of intellectual’s immigrationin recent years. Therefore, it has considered the intellectual’s immigration as asocial issue and answered to its reason. This study utilizes the library method to respond to this question, the obtained data is analyzed within the framework of development theories. The obtained results indicate that these” ethos and mentality” which are resulted from the political history of Iran are not ready for fundamental and social changes to achieve the sustainable and balanced development and cause serious repulsion for intellectuals who have inquiring spirit and the critical and development-seeking behavior.
