It is revealed the modern sense of idea of continuing education as “life-long learning”. The strategic directions of development of the higher education of Kazakhstan in 21century against the background of near and far abroad are designated. There are assigned the tasks of improvement of a national education system and creation of organizational and substantial bases within the frames of realization of fundamental idea of a sustainable development of education. There were analyzed the characteristics in model building of the specialist, use in the process of development of the organizational and pedagogical bases of improvement of training of students in the conditions of continuing education of an integrated approach. It was revealed and proved the need of revision of qualification requirements to the levels of training of graduates of educational institutions. On the basis of the conducted research, authors are offered development of the generalized model of activity and its standard reflection the qualification characteristic of the graduate, it is given an instrumental approach to development of the content of training of specialists on the basis of the structural and functional analysis of their activity, there are formulated the basic principles and stages of modeling.
