The local QoS-awareness is achieved by bounding either shaping delay or out-of-profile probability at the MS and the system-level QoS-awareness is obtained by joint consideration of the local attributes and the system-level attribute, packet loss ratio for conformed packets, at the radio access system level. By tuning the system operating on the obtained system-level `optimal` token rate and bucket size, the requirements for all concerned QoS attributes are assured. Thus a QoS-aware Service Level Agreement (SLA) can be reached between the end users and the network. Numerical results with respect to the system model considered are also presented in this study.} }
